The Tetra Tech International Development (Tetra Tech) wants to recruit employees in the following vacant positions the details of which are mentioned below.

1:Monitoring and Evaluation Specialist, Solar Energy Activity

  • Responsibilities:
    • Coordinate the methodological aspects of the evaluation.
    • Design and justify proper sampling strategy including sampling methods, sample size determination, and selection of respondents.
    • Participate in the development of data collection tools.
    • Facilitate data collection training for field data collectors as necessary.
    • Manage and support the evaluations of the quantitative survey by employing appropriate data analysis methods.
    • Conduct desk reviews on the activity’s learning, monitoring and evaluation plan and other secondary documents.
    • Coordinates data analysis.
    • Participate in the overall development of the evaluation work plan and design.
    • Participate in data collection and capture efforts including conducting interviews, document reviews, and direct observations.
    • Collaborate with the other evaluation team members to review data, interpret data and prepare power point presentation on preliminary findings and draft evaluation reports.
    • Address comments given at all stages of the evaluation and deliver quality evaluation products.

     

    Qualifications:

    • Master’s degree in statistics, economics, development studies, renewable energy, or a related field is required.
    • Minimum five years of relevant work experience in conducting different evaluation areas is required.
    • Experience in designing and analyzing surveys, developing methodology, and qualitative and quantitative tool/instrument development required.
    • Experience in data collection, analysis, and interpretation using quantitative and qualitative methods required.
    • Experience conducting similar evaluation or studies in Djibouti is preferred.
    • Experience in providing training preferred.
    • Advanced skills in data analysis methods and the use of core statistical analysis software such as SPSS and/or Stata, especially as applied to survey research data.
    • Knowledge and experience in solar energy and sustainable development.
    • Familiarity with USAID Evaluation Standards and requirements.
    • Strong written and oral communication, organizational and time management skills, with the ability to meet deadlines and deliver high-quality work required.
    • Fluency in English, both written and verbal, required. Proficiency in Fren or language skill in local languages is preferred.

2: Team Leader, Solar Energy Activity

  • Responsibilities:
    • Manage the development of a work plan that includes a draft timeline, assessment/evaluation milestones, schedule of field visits and data collection efforts, proposed evaluation methodology and assessment/evaluation team member(s).
    • Coordinate the development of the Study Design.
    • Manage data quality throughout the assessment/evaluation process, including data processing and report writing.
    • Coordinate and oversee all study aspects, ensuring adherence to timelines, budget, and compliance with USAID Evaluation Standards.
    • Utilize both quantitative and qualitative approaches.
    • Apply analytical skills to interpret the findings and make actionable recommendations.
    • Serve as the primary point of contact on the evaluation, maintain regular communication, and provide updates on the evaluation progress.
    • Ensure effective communication within the team and with key stakeholders.
    • Lead and participate in PowerPoint preparation and presentation of evaluation design, write-up, and preparation of high-quality reports, presenting evaluation findings and recommendations to Mission and other relevant stakeholders.
    • Work closely with team members to ensure effective coordination and collaboration.
    • Guide team members, promoting a positive and productive working environment.
    • Monitor team performance, provide feedback, and address any performance issues.
    • Guide effective collaboration with the implementing partner of the activity to ensure timely and accurate reporting of evaluation results.
    • Manage the evaluation address comments given at all stages of the evaluation and deliver quality products, including the overall delivery of the evaluation deliverables.

     

    Qualifications:

    • Master’s degree in renewable energy, electrical engineering, or other relevant fields is required.
    • Minimum eight years of experience in the field of solar photo voltage (PV) installations, including grid-connected, off-grid, PV diesel and hybrid installations with battery storage required.
    • Experience in leading data collection, analysis, and interpretation using quantitative and qualitative methods required.
    • Experience in team management, assessment/evaluation design, and implementation required.
    • Experience in determining cost benefit analysis of solar service provisions is preferred.
    • Experience leading assessments/evaluations of a similar nature and leading assessment/evaluation team members with different backgrounds.
    • Experience conducting baselines, assessments, and evaluations in East Africa, preferably Djibouti.
    • Familiarity with USAID Evaluation Standards and requirements required.
    • Knowledge of solar products in the local market is required.
    • Proficiency with Microsoft Office software such as Word, Excel, and PowerPoint, and other related engineering and energy software.
    • Strong attention to detail, analytical, leadership, organizational, time management, and problem-solving skills required.
    • Ability to meet deadlines and deliver high-quality work under pressure required.
    • Fluency in English is required. Proficiency in French and/or Afar language is desirable.
