The DAAD Leadership for Africa scholarship programme

The scholarship programme “Leadership for Africa” (LfA) aims to support the academic qualification and advancement of young refugees and national scholars from  Burundi, Ethiopia, Kenya, Rwanda and Uganda at higher education institutions in Germany.

In times of conflicts and displacement in various African countries, this programme intends to contribute to the education of future leaders, who will be essential for the further development of their home countries. “Leadership for Africa” offers scholarships for Master studies in Germany to qualified applicants in all fields of study except for medicine1, veterinary medicine, dentistry, law, the arts2 and architecture3. All “Leadership for Africa” scholarship holders benefit from a complementary training programme in good governance, civil society, and career development. The mandatory programme must be completed in addition to the regular studies.

With a Degree in Medicine, you can apply for Public Health or Biomedical Master related programmes only. A Master programme in Medicine is not eligible for funding. Who can apply?

The programme targets two groups.

Highly qualified refugees who hold refugee status and fulfil the necessary qualifications for Master studies in Germany.

  • Country of asylum must be either Burundi, Ethiopia, Kenya, Rwanda, or Uganda

What is supported?

The scholarship includes:

  • Language course (up to 6 months) in Germany before the start of the university studies.
  • Tuition-free M.A. or M.Sc. degree programme at a public or state-recognized university in Germany starting in winter term 2023 (September/October 2023)

Duration of Funding

Generally, selected candidates will start their German language course in April 2023 and take up their studies at a German institution of higher education by approx. October 1st, 2023. The duration of funding is determined by the standard period of study of the chosen programme.
In general, Master’s programmes require two years of full-time study.

Value

  • If necessary: Language course (2, 4 or 6 months) in Germany before the start of the study programme including the coverage of the test fees for a German language certificate (TestDaF or DSH test), pocket money and accommodation. The DAAD decides whether to fund participation and for how long depending on German language skills and project. Participation in a language course is compulsory if the study programme is taught in German.
  • Additional mandatory training programme LEAD!
  • Monthly scholarship rate payments of 861 EURO
  • Adequate health, accident, and private/personal liability insurance in Germany.
  • Travel allowance.
  • Yearly study allowance.
  • If applicable, monthly rent subsidy and monthly allowance for

Selection

A pre-selection will take place based on the submitted application documents. Only complete applications with all mandatory documents will be considered. Preselected candidates will be invited to an (digital) interview with an independent selection committee of university professors.

In addition to previous achievements in school and university, language skills and the general motivation, the main selection criterion is a convincing description of the planned studies in Germany and the suitable choice of study programmes in the DAAD form “Study course profile”.

To ensure equal opportunities, social criteria such as special life circumstances, migration background or students from non-academic families can play a role. Criteria such as social engagement about which you can provide information in the application form are also taken into account.

Application requirements

Explanatory note: Please note that the scholarship applicant is responsible for ensuring to apply for admission at the German host university by the due date. The application process for winter term 2023 is not available at the time of application for the scholarship.

Application periods for winter term programmes at German universities usually start in spring every year. Please be aware that a Scholarship Award Letter from the DAAD is only valid if you have been admitted to a master study programme at a public German Institute for Higher Education.

Language Skills

The language of instruction in study programmes in Germany is usually German, or in international programmes English and/or German. To be admitted to a programme, one is therefore usually required to submit an appropriate language certificate (e.g., DSH or TestDaF if the language of instruction is German, Toefl/IELTS in case
of English).

The necessary language skills for the desired field of study must be proven at the latest by the start of study programme.

Suitable proof of necessary language skills or the ability to acquire them within the German language course must be submitted with the application documents.

  • University degree certificate indicating final grade(s)
    including transcripts of records for all study years with all

  • For refugees: UNHCR registration or official proof of asylum by authorities.

    ➢ Assist foreclosure officer/Attorney during take over and hand over of the collateral property;

    ➢ In the absence of foreclosure officer and upon the instruction of immediate supervisor shall arrange and handle the physical visit of the property to the bidder;

    ➢ Follow up crime cases handled by the police, prosecutor, court, or other similar crime investigation offices or government organs.

    ➢ Participate in legal research (i.e. in data collection ) aiming to improving foreclosure system and efficient loan recovery

    ➢ Prepare clear write-off proposal and present the cases on time for appropriate decision

    ➢ Write letter to the respective office of the government and collect the responses, / distribute and follow up, to seize the defaulting client collateral/s in a reasonable time.

    ➢ Prepare and submit weekly, monthly, quarterly & bi-annually and annually periodic performance report

    ➢ Compile the division different report i.e. foreclosure periodically report and submits on time

    ➢ Handle and follow up searching attachable properties for non-loan related litigation cases in court and other tribunals as assigned by Director.

    • Review court judgments and arbitrational tribunal orders and advise branches and concerned departments to comply with the decision.
    • Follow up the implementation of courts and any tribunal orders.
    • Follow up and advise on the defaulting loans and the termination of the legal and equitable title of properties held as collateral.
    • Prepare letters to public authorities and to defaulters for the execution of foreclosure activities.
    • Prepare legal notices to defaulters for the settlement of arrears on loans granted by the Bank.
    • Advise and follow up criminal cases related to loan issues.
    • Review reports on the status of loan litigation cases and court decisions.
    • Recommend alternative way of case settlements for some disputes with defaulting clients.
    • Follow up the auctioning of mortgaged/pledged property.
    • Conduct research aiming at improving systems and mechanisms of efficient loan recovery.
    • Ensure that the records of courts adjournments, other documents related to loan litigation and all the necessary legal documents or files are available and neatly and systematically kept in the Department both in hard and soft copy.
    • Communicate results and court decisions to respective branches of the Bank.
    • Interpret and prepare circulars and memos on legal issues that could affect the activities of the concerned work unit of the department.
    • Analyzes the probable outcomes of cases based on legal precedents and determine the advisability of defending or prosecuting lawsuits;
    • Prepares statement of claim, defense, pleadings, appeal, affidavit, memorandum, application, notices & legal instruments;
    • Follow-up the proper institution and presentation of legal suits and/or statements of defense in all cases including judgment execution process and appeals.
    • Represent the Bank before courts of law, judicial tribunals, and other similar organs in relation to non-loan litigation cases and criminal cases.
    • Attend court cases, conduct litigation, and report progresses on each adjournment.
    • Participates in meetings and negotiations called by the Bank or external organs;
    • Represents the Bank in any government, public or private organs, courts of law, judicial tribunals, etc.
    • Supervise crime cases handled by the police, prosecutor, court, or other similar crime investigation offices or government organs;
    • Maintains current knowledge of alteration in legislation;
    • Conducts trainings on legal subjects to other process performers of the Bank;
    • Participate in research works on different legal topics to upgrade legal consciousness to aid decision making;
    • Provides clarification /interpretations on legal language, laws, contracts and legal documents to Branches and Departments;
    • Maintains team work at all operational levels and up keep good working relations with internal and external customers of the Bank;
    • Perform and deliver results within the given service delivery time set for each work process;
    • Followup cases assigned to him/her end to end until the final response/decision reaches the requester;
    • Prepares progress performance reports on court attendance to Supervisors immediately after return;
    • Prepares and submit periodic reports on court cases status at the end of every month to supervisors;
    • Report to his/her supervisor on current status of pending cases;
    • Performs other related duties as assigned by his/her supervisor

Position 1: Office Assistant I

  • Educational Background: BA/BSC Administrative Management and Technology Systems, Secretarial Science and Office Management, Computer Science, Information Technology, Information System, Management Information System and Secretarial Science.

    Experience: Minimum of one year related experience.

    Maximum age limit: 25 years old (25 inclusive). Tip: Female applicant encouraged.

    • Duty Station: All District Offices
    • Registration Place: Head office ((Bole, Dambel City Center 4th Floor (Kindly use lift no.06)).

Position 2: Internal Controller II

  • Educational Background: BA, Degree in Economics, Accounting, Management, and other Business-related field of study.

    Experience: Minimum of one year banking experience.

    Duty Station:

    • Branches under Hossana District Office.
    • Darge Branch which located at Gurgahe Zone, Darge Town.
    • Shonkola Branch which located Hadiya Zone Gimbichu Town.
    • Homecho Branch which located Hadiya Zone Homecho Town.
    • Bui Branch which located at Guraghe Zone, Bui Town.
    • Omer Ibn Akahttab which located at Silte Zone, Werabe Town.

Position 3: Customer Service Officer

  • Educational Background: BA, Degree in Economics, Accounting, Management, and other Business-related field of study.

    Experience: Minimum of one year banking experience.

    Duty Station:

    • Branches under Assela District Office and
    • Branches under Hossan District Office.
      • Darge Branch which located at Gurgahe Zone, Darge Town.
      • Shonkola Branch which located Hadiya Zone Gimbichu Town.

    Registration Place:

Position 4: Manager, Operation Management I

  • Educational Background: BA, Degree in Economics, Accounting, Management, and other Business-related field of study.

    Experience: Minimum of four years banking experience.

    Duty Station:

    • Branches under Assela District Office and
    • Branch under Hossana District office.
      • Boditi Branch which located at Wolayta Zone Boditi Town
      • Darge Branch which located at Gurgahe Zone, Darge Town.

    Registration Place:

Position 5: Branch Manager I

    Experience: Minimum of six years banking experience.

    • Branch under Hossana District office,
      • Shonkola Branch which located Hadiya Zone Gimbichu Town.
      • Boditi Branch which located at Wolayta Zone Boditi Town
      • Darge Branch which located at Gurgahe Zone, Darge Town.

    Registration Place:

    • Assela District Office for Branches under Assela District (Assela Town, Berihe Building In front of Red Cross).
    • Hossana District Office for Branches under Hossana District Office(Hossana Town, AG Hotel 1st Floor, In front of Colonel Bezabih Square).
    • Remuneration: As per the Bank’s salary scale and benefit scheme.
    • Terms of employment: Permanent after probationary period.
