Program Description:
The USAID-funded Ethiopia Civic Engagement Activity is a four-year activity with the overall goal to strengthen Ethiopia’s civic fabric in support of more inclusive, peaceful, and responsive governance. The project aims to strengthen civic and community-based actors’ capacity to engage in policy analysis, advocacy, dialogue, and collective action for peaceful, democratic change; and foster multi-stakeholder civic partnerships in support of inclusive dialogue, respect for human rights, and advancing more effective, citizen-responsive, and accountable governance.

Position 1: IT Assistant
- Required Skills & Qualifications:
- Bachelor’s degree is required. Must have at least five (5) years of general work experience;
Must have at least three (3) years of specific experience in desktop support, ICT, Information Systems, or a related field. - Knowledge of USAID Rules and Regulations, previous experience working on USAID-funded projects preferred.

Position 2 :Driver
- Required Skills & Qualifications: Prior driving/taxi experience.
- Knowledge of the local region, driving rules and regulations, chauffeur protocol and courtesies, and defensive driving skills.
- Valid Ethiopian driver’s license and safe driving record/history.
- Skill in minor vehicle repairs.
- Ability to work independently with minimal or no supervision.
- Proven punctuality and ability to work as part of a team and excellent references a must.
- Excellent judgement and strong commitment to safety and security of project staff, beneficiaries, and partners.

Position 3 : Operations Assistant
- Required Skills & Qualifications: Bachelor’s degree or professional qualifications preferably in a related field.
- At least three years of professional experience.
- At least two years of experience in an administrative, organizational, and/or financial support position.
Strong organizational and detail-oriented skills. - Ability to work independently and as a member of a team.
- Ability to work under pressure and efficiently handle multiple tasks.
- Proficiency in English a plus.

Position 4 : Finance Assistant
- Required Skills & Qualifications: Bachelors’ degree or professional qualifications in accounting, finance, business administration or related field.
- Minimum four years of experience supporting finance and administrative activities for USAID-funded programs or donors of similar size and complexity.
- Demonstrated knowledge and effective application of USAID regulations and procedures.
- Experience with USAID program finances and budgeting or similar work for other donors/U.S. Government agencies.
- Understanding of budget and cost control management essential.
- Ability to work under pressure and efficiently handle multiple tasks.
- Proficiency in English a plus.

Position 5 : Procurement Specialist
- Implement procurement processes to support activity implementation for the project, strictly following allrules and regulations including:
- Creative Procurement policies and procedures
- FAR (Federal Acquisition Regulations)
- CFR (U.S. Code of Federal Regulations)
- AAPD (Acquisition & Assistance Policy Directive)
- Local Ethiopian Law
- Train and mentor technical staff in procurement policies and process.
- Work with Project Technical team to prepare the annual Project Procurement Plan is to maximize efficiency and coordination in the procurement of goods and services.
- Conduct market research for each type of procurement and maintain a database of vendors and items
- commonly needed by the project.
- Determine the most reasonable and expeditious process for procurement in compliance with Creative policies and procedures and USAID regulations.
- Prepare and issue solicitation documents based on approved requisition received.
- Responsible for providing clarifications to all vendors when required. Also, prepare and issue solicitation
Position 6 : Finance Manager
- Minimum Bachelor’s degree in relevant field (finance, accounting, business, etc.) required; Master’s degree preferred.
- Minimum of six (6) years of relevant work experience.
- Experience managing the finances for a project of similar size.
- Demonstrated experience and understanding of USAID financial rules, regulations and reporting preferred.
- Experience with USAID project finances and budgeting (preferred) or similar work for other donors/U.S. Government agencies.
- Competent in using computers, including Microsoft office (excel, powerpoint, etc.) and financial software
- Experience managing teams
- Excellent interpersonal and leadership skills
- Excellent written and spoken English essential, fluency in at least one local language.
- Ability to work under pressure and efficiently handle multiple tasks
- Ability to work under own initiative or as a part of a team

Position 7: Security Manager
- Required Skills and Qualifications:
- At least 5 years relevant experience in a security-related field and a BA degree in a security-related field, or at least 6-8 years relevant experience [security certifications will count towards qualification
- Proven understanding of security management protocols essential.
- Should have a proven and established network of contacts within the local security establishment and throughout Ethiopia.
- Ability to draw information from a broad range of sources and provide concise and timely analysis and recommendations.
- Demonstrated ability to engage all team members as resources to manage security and contextual awareness in a manner that is proactive.
- Demonstrated ability to solve challenging and complicated security issues.
- Ability to develop in-depth understanding of and willingness to comply with all Creative security policies and procedures.
- Fluency in Spoken and Written English is required.
- Experience using computers and Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc.

Position 8 : Human Resources Manager
- Required Skills & Qualification: Bachelor’s degree in human resources, business administration or equivalent years of experience.
- At least five (5) years of progressively responsible HR experience in Ethiopia, preferably with USAID or donor-funded programs.
- Experience in sourcing, recruiting, and interviewing professional and management candidates.
- Demonstrated ability to solve challenging and complicated administrative issues.
- Demonstrated commitment to staff development, retention, diversity, equity, and inclusion.
- Excellent communication and interpersonal skills.
- Excellent record-keeping and documentation skills.
- Familiarity with donor/client rules and regulations.
- Familiarity with local employment law.
- Proficient in Microsoft office suite: MS Word, Excel, PowerPoint, Outlook.
- Verbal and written working proficiency in English and at least one local language.
- Candidate must be authorized to work in Ethiopia.

Position 9 : Operations Manager
- Required Skills & Qualifications: Bachelor’s or equivalent years of experience in business administration, public administration, economics, or relevant field.
- Minimum of one year of experience working on complex USAID-funded projects.
- Demonstrated experience supporting operations of USAID project(s).
- Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
- Outstanding written and oral communications skills.
- Proficient in Microsoft office suite: MS Word, Excel, PowerPoint, Outlook.
- English proficiency required.
